Deputy Commissioner

​Together, the Commissioner and the Deputy Commissioner oversee the two major commands of the California Highway Patrol: Staff and Field, each commanded by an Assistant Commissioner. The Deputy Commissioner oversees the functions of the offices listed below:

 

​Office of Community Outreach and Media Relations

​Community Outreach & Media Relations (COMR) is responsible for overseeing the California Highway Patrol's (CHP) statewide community outreach activities. COMR also provides guidance, direction, and support to CHP personnel across the state regarding community outreach issues. Additionally, we facilitate and promote the development of community partnerships directed toward solving and preventing community-related problems and issues.​

 
 

​Office of Internal Affairs

The Internal Affairs Section (IAS) is accountable to the Departmental Affairs Division on matters of employee discipline and internal control. Utilizing the resources under its command, IAS provides information on issues affecting employee discipline; accumulates, analyzes, and distributes statistical information; provides analysis on employee disciplinary actions and prepares appropriate documents; and supports commands on matters related to adverse actions, civilian complaints, secondary employment, ethics, and employee conduct. IAS conducts investigations into allegations of serious misconduct and alleged CHP employees committing workers’ compensation fraud. IAS assists in the fulfillment of the mission to maintain vigilance over the Department's commitment to professional and ethical law enforcement. Vigilance is maintained through the dissemination of sound ethical ideals and the timely investigation and appropriate resolution of alleged acts of misconduct.

The Internal Affairs Section is the Office of Primary Interest for a variety of important programs within the Department. This section reports directly to the Departmental Affairs Division and is commanded by a Captain who oversees four units: Analysis, Investigations, Evidence, and Workers' Compensation Fraud Investigations.

 

​Office of Legal Affairs

The Office of Legal Affairs Section provides advice and consultation to the Commissioners and to the Executive Management on all legal issues affecting the Department. The Command is comprised of the Staff Counsel and Case Management Unit.

    • Ensure EEO is integrated into the Department’s policies, procedures, and practices related to the recruitment, examination, selection, training, promotion, and retention of a qualified workforce representative of the public we serve.  

 

The EOAS is responsible for the overall administration of the EEO Program and discrimination complaint process.  The EOAS is also responsible for providing, to the extent possible, timely and effective accommodations which consist of reasonable accommodation, religious accommodation, lactation accommodation, and victim of a qualifying act of violence accommodation, in accordance with applicable state and federal laws.
