The Audits and Inspections Section (AIS) is responsible for establishing a credible and comprehensive process allowing the department to identify and solve problems before they become critical issues.  The AIS has created a systematic and disciplined approach to evaluate and improve the effectiveness of risk management, control, and governance processes.  The process is accomplished primarily through Performance Reviews, with ongoing verification by the AIS.

Audits and Inspections Section General Mission and Philosophy  

Mission:

The AIS conducts internal audits, reviews, and inspections in an independent and objective manner designed to add value and improve departmental operations and efficiencies. The AIS assists the California Highway Patrol (CHP) to accomplish its objectives by bringing a systematic and disciplined approach to identify, examine, evaluate, and manage departmental risk, and assess internal controls and governance processes.

Purpose:

The CHP recognizes a proper evaluation of its internal controls starts with an understanding of the operational environment and a thorough assessment of mission critical objectives. Therefore, the Office of the Commissioner provides authority for the AIS to perform audits, reviews, inspections, and program evaluations of the CHP’s high risk areas.

Philosophy: 

The philosophy of the CHP is to verify the risk management, internal control, and governance processes of the CHP are adequate and functioning in a manner to ensure:

    • Reliability and integrity of financial and operational information;

    • Risks are appropriately identified, managed, and monitored;

    • Effectiveness and efficiency of operations;

    • Significant financial, managerial, and operating information is accurate, reliable, and timely;

    • Identification and disruption of fraud, waste, and abuse;

    • Safeguarding of assets; and

    • Compliance with laws, regulations, and contracts.

 

Services

The AIS has developed and implemented a comprehensive process of inspections and auditing, consisting of topics highlighted in Highway Patrol Manual 22.1, Command Inspections Manual. The AIS provides inspections and audits training based on these topics to the CHP as well as allied agencies.
